Click on Start, 
 type cmd in the search bar,
 right-click cmd.exe Select run as administrator.
 Stop the Windows Update service by typing the following command
 net stop wuauserv
 Rename the "softwaredistribution" file by typing the following command
 ren %windir%\SoftwareDistribution SoftwareDistribution.Old
 Restart Windows Update service
 net start wuauserv
 Try to install .NET Framework 4 again.
 Hope it will work for you
